Notice is hereby given by the Southwestern Community College District of San Diego County, California, hereinafter referred to as the District, acting by and through its Governing Board, will receive up to, but not later than 3:00 p.m. on the 22nd day of February 2010, responses to this Request for Qualifications (RFQ) for the Gotham Road Widening Project at Southwestern College.
Responses shall be received in the office of the Program Director, Henry Amigable, Room 1681, at 900 Otay Lakes Road, Chula Vista, CA 91910, on the date and at the time stated above.

Public Notice
The San Diego Housing Commission (SDHC) announces its intent to amend its Restated Moving To Work (MTW) Agreement to include broader uses of funds and to solicit public comment on its proposed Fiscal Year 2011 MTW Annual Plan effective July 1, 2010. The MTW program is a Department of Housing and Urban Development (HUD) program allowing high performing housing authorities to make program and policy changes to (1) increase the housing choices of low-income families, (2) help residents achieve self-sufficiency, and (3) increase the cost effectiveness of federal housing programs. As an MTW participant, SDHC is required to develop an MTW Annual Plan outlining and identifying policies the housing authority plans to change and programs possibly implemented during the coming year. The Housing Commission is soliciting public comment on the program and policy changes being considered for Fiscal Year 2011 (July 1, 2010 through June 30, 2011). Examples of the program and policy changes being considered include: Utilizing broader uses of funds authority; creation of a voucher program for the homeless; ensuring affordable rent in project based units; encouraging employment of program participants through internal procedural changes. Interested persons are invited to view the proposal on the SDHC website (www.sdhc.org) beginning February 11, 2010. SDHC will hold a Public Hearing to receive and review comments regarding the draft MTW proposal on Wednesday, February 17, 2010 at 11:30 a.m. at the SDHC office located at 1122 Broadway, Fourth Floor Conference Room. The City of San Diego (City) is requesting proposals from highly qualified planning services firms for consultant services for Chollas Triangle Master Plan (H105033).
It is the policy of the City to provide equal opportunity in its planning services professional services contracts. Toward this end, proposals from small businesses, disabled owned businesses, women owned businesses, firms owned by African-Americans, American Indians, Asian-Americans, Filipinos, and Latinos, and local firms are strongly encouraged. Prime consultants are encouraged to subconsult or joint venture with these firms. Summary Scope of Services
The Chollas Triangle Master Plan will provide specific land use and mobility recommendations to encourage mixed-use transit-oriented village supported by park, open space, and creek enhancements within the approximate 36 acre Chollas Triangle Site. The Master Plan would also address implementation, feasibility, and urban design issues associated with creating a village in an urban setting. It will also focus on providing guidance for roadway, sidewalk, and streetscape improvements to enhance multimodal mobility and safety for pedestrians, bicyclists, automobile drivers, and transit riders. The Master Plan will identify improvements along University Avenue and 54th Street and the potential to convert Chollas Parkway into open space and recreational amenity with a pedestrian and bicycle path. The project will provide the environmental analysis needed to implement the Master Plan recommendations. The goal of the project is to incorporate the land use recommendations into the community plan to allow future development consistent with the Master Plan. The project site is located in a SANDAG planned Smart Growth area, Crossroads Redevelopment Project Area, and San Diego Regional Enterprise Zone. Both University Avenue and 54th Street are served by an existing high frequency bus service and are planned for Rapid Bus service. This planning effort will provide residents, property and business owners, and decision makers with the opportunity to examine and plan for the future character of the Chollas Triangle Site. The primary purpose of the Demonstration Project is to explore the feasibility of the project’s treatment technology to produce water that can be sent to a reservoir and later be distributed as drinking water. During the time the Demonstration Project is in operation, the advanced treated water will be frequently tested to determine the effectiveness of the treatment equipment in removing contaminants; operational data will be gathered and analyzed to refine operation and maintenance estimates for a full scale system; and tours will be conducted as part of the public outreach effort. The Demonstration Project is the second phase of a three phase program that could lead to implementation of a full-scale IPR/RA project. MASS NOTIFICATION SERVICES
The San Diego Unified School District (the “District”) is soliciting written proposals from qualified firms, individuals, or professional organizations to provide comprehensive mass notification services to the District. The purpose of this Request for Qualifications/Proposals (RFQ/P) is to furnish the District with a provider who will create a database for mapping services, furnish database management services, and provide production and postal delivery services associated with mass mail notifications under the District’s direction. Primarily, the services will support the District’s Proposition “S” (“Prop. S”) program, a $2.1 billon school construction bond that was passed by the voters of San Diego County on November 4, 2008.
The District desires to award a contract to the best qualified firm for an initial one-year term. District in-house personnel will be offered the first right of refusal for any work related to this RFQ/P including, but not limited to, the Mail Services and Printing Services Departments. However, it is anticipated that additional support will be necessary in order to meet projected District schedules and timelines. The contracted firm is not guaranteed any work with respect to a contract award made as a result of this RFQ/P.
The District seeks to promote employment and business opportunities for local residents and firms on all contracts as such opportunities may occur and to the extent legally possible. Interested responders are encouraged to solicit applications and proposals for subcontracts for work associated with this document from qualified residents and firms located within District boundaries. Proposals from small businesses, minority-owned businesses, women-owned businesses, disabled veteran-owned businesses, and local firms are encouraged.
