The City of San Marcos will hold a public hearing on April 24, 2012 at 6:00 p.m. in the City Council Chambers, 1 Civic Center Drive, San Marcos, CA 92069, to seek approval of the proposed uses of the City’s Community Development Block Grant Funds (CDBG) and HOME Investment Partnership (HOME) funds in the City’s 2012-13 Annual Action Plan (AAP).  LABOR COMPLIANCE MONITORING: This project is subject to labor compliance oversight by the Department of Industrial Relations, Division of Labor Standards Enforcement, Compliance Monitoring Unit (CMU). The successful bidder must comply with the CMU requirements under Section 1771.3 of the Labor Code and Subchapter 4.5 of Chapter 8 of Title 8 of the California Code of Regulations. Substantial Amendment of the FY2012 Annual Action Plan

The United States Department of Housing and Urban Development (HUD) has awarded the City of San Diego a supplemental allocation of $372,022 of Emergency Solutions Grant (formerly: Emergency Shelter Grant), or ESG, funds for FFY2011, pursuant to the Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act of 2009. HUD’s priority uses for the supplemental funds are homelessness prevention and rapid re-housing.

Because this is a supplemental allocation of federal funds, the City, as an Entitlement Grantee, is required to submit a substantial amendment to its FY12 Annual Action Plan to HUD by May 15, 2012 in order to receive the allocation. An electronic copy of the proposed Substantial Amendment will be posted on the City’s CDBG website, at www.sandiego.gov/cdbg, from April 5, 2012 to May 7, 2012. PLAN DE ACCIÓN ANUAL PARA EL AÑO FISCAL 2012-13

SE NOTIFICA POR ESTE MEDIO que el Ayuntamiento de la Ciudad de El Cajon llevará a cabo una audiencia pública para aceptar y considerar testimonio público relacionado con las actividades propuestas y distribución de los fondos para el programa de Concesión de Construcción del Desarrollo de la Comunidad (CDBG) y el Programa HOME de Inversión de Asociación (HOME) y adopción del Plan de Acción Anual FY 2012-13. La Audiencia Pública se llevará a cabo el Martes, Abril 24, 2012 a las 3:00 P.M. en la Sala del Ayuntamiento en el 200 Civic Center Way, El Cajon, CA 92020.

Los subsidios CDBG y HOME están financiados por el Departamento de Vivienda de EE.UU. y por el Desarrollo Urbano (HUD). Los fondos CDBG deben de ser utilizados para cumplir con uno de los tres objetivos nacionales para calificar para financiamiento: 1) beneficiar a personas de la comunidad con ingresos bajos y moderados; 2) ayudar en la eliminación de barrios bajos y problemas de zonas urbana; o 3) enfrentarse a otros problemas en el desarrollo de la comunidad teniendo una urgencia particular por condiciones existentes representen sean una amenaza seria. Los fondos HOME pueden ser utilizados “para proveer incentivos para desarrollar y apoyar vivienda de renta accesible y propietarios de vivienda a través de la adquisición, construcción nueva, reconstrucción o rehabilitación con servicios públicos apropiados, incluyendo la real adquisición de propiedad, mejoramiento del terreno, converción, demolición y otros gastos. También puede ser utilizado para proveer por el pago de costos razonables administrativos y de planeación, y de proveer por el pago de gastos de operación de organizaciones de desarrollo de vivienda de la comunidad (CHDO’s) – 24 cfr 92.205(a)”. Toda jurisdicción participante debe apartar el 15% de su ayuda social para CHDO’s.

El Plan de Acción Anual es el documento que provee detalles de los proyectos y programas que serán financiados a través de fondos CDBG y HOME para el año fiscal 2012-13. Esta Noticia resume un sumario de los proyectos que fueron tentativamente aprobados en la audiencia pública en Febrero 14, 2012, sujetos a adopción final por el Concejo de la Ciudad y aprobación de HUD. Estos proyectos y programas comprometen el núcleo del Plan de Acción Anual FY 2012-13, un borrador que está disponible para revisión en el mostrador público de la División de Vivienda en el 200 Civic Center Way, Tercer Piso, El Cajon, California empezando en Marzo 22, 2012 por un mínimo de treinta (30) días.

El Concejo de la Ciudad de El Cajon tomó las siguientes acciones tentativas en la audiencia pública en Febrero 14, 2012: Dirigir personal para preparar el Plan de Acción Anual FY 2012-13 asignando $999,879 de los fondos anticipados CDBG FY 2012-13, $612,436 de fondos CDBG disponibles no asignados, $380,080 de fondos HOME anticipados FY 2012-13, y $10,390 de fondos HOME disponibles no asignados como se especifican abajo.
