Members Sought For General Obligation Bond Independent Citizens Oversight Committee

The Chula Vista Elementary School District is seeking interested community members for service on the General Obligation Bond Independent Citizens Oversight Committee. Committee members serve in an advisory capacity to the Board of Education to review General Obligation Bond sales and expenditures as they relate to the modernization and new school construction program.

There are currently two vacancies on the committee. Persons selected will complete the original five-year member term ending in 2004.

The following was approved by the Board of Education of the Chula Vista Elementary School District on November 17, 1998:

The committee shall serve as an oversight advisory committee with all legal and fiduciary responsibility under the Board of Education.

The goal is to verify to the Board of Education that all school general obligation bonds are expended as per the facility improvement plan proposed to voters.

Committee members shall serve a five-year term with opportunity to roll over to a second five-year term should construction projects continue beyond the original term.

Experience with construction management, construction design and engineering, finance, or project management will be given preference.

Committee members shall number seven. (Five representing all communities within the Chula Vista Elementary School District and two at-large members to balance committee diversity.)

The committee shall meet at a minimum each semester of each calendar year and review current bond sales and public construction bids in a accordance with identified facility needs.

The committee shall be chaired by a committee member nominated and elected by open vote at the first organizational meeting. Committee work will be facilitated by the Assistant Superintendent for Business Services and Support.

Committee work shall be reported to the District Budget Advisory Committee and shall be formally presented to the Board of Education at least once a year.

Committee members shall be selected by the Board of Education. Membership recommendations by the Board shall be based on application information. Selection of the seven members shall be made through a majority vote of all Board members present at the Board meeting.

As a Board-selected committee, this committee shall be subject to provisions of the Brown Act.
